New Delhi: Parliament on Tuesday approved Rs 51,463 crore in additional spending for the current financial year (FY25) and passed the Manipur Budget for FY26. The approval came as the Rajya Sabha returned four key bills to the Lok Sabha following a discussion led by Finance Minister Nirmala Sitharaman.
The approved financial proposals also included Rs 1,291 crore in excess grant demands for the 2021-22 fiscal year and Rs 1,861 crore in supplementary grants for Manipur for 2024-25. The Lok Sabha had earlier cleared these measures on March 11.
Breakdown of Supplementary Grants
The second batch of supplementary demands for grants sought a gross additional spending of Rs 6.78 lakh crore. However, the government plans to balance Rs 6.27 lakh crore through savings and receipts, leaving the net additional expenditure at Rs 51,462.86 crore.
A significant portion—Rs 5.54 lakh crore—is categorized as technical supplementary expenditure, primarily allocated for debt repayment.
Manipur Budget Highlights
The Manipur Budget for FY26 outlines total receipts of Rs 35,368 crore and estimated expenditures of Rs 35,104 crore. The state's revenue sources include Rs 2,634 crore from taxes and Rs 400 crore from non-tax revenues.
A Vote on Account has been approved, granting financial provisions for six months with an estimated outlay of Rs 17,947 crore. This includes a Rs 500 crore contingency fund for the state, which remains under President’s Rule.
Governance Under President’s Rule
Following the Proclamation under Article 356 of the Constitution on February 13, 2025, the legislative authority of Manipur has been vested in Parliament. The Vote on Account ensures continuity in governance until a new government takes over.
With the passage of these bills, the government aims to maintain financial stability while addressing critical funding needs at both the national and state levels.
