In the Silver Jubilee Year of Chhattisgarh's establishment, Governor Ramen Deka addressed the 6th Assembly on Monday, highlighting significant developments carried out in the state over the past 25 years.

He attributed the progress carried out in the state is due to the government's sincere efforts, support of the public, and the path shown by visionary leaders like late Atal Bihari Vajpayee and Prime Minister Narendra Modi.

In his speech the governor said, the government is focused on inclusive development, prioritizing farmers, the poor, women, children, and tribals, secondly on eradication of Naxal problem, infrastructure build up, speed up digitalization to ensure transparency in government programs, tourism, education and others.

Key Highlights

Farmer welfare

The government transferred over 52,000 crore rupees to farmers this Kharif season, with 1 lakh crore rupees disbursed over 14 months under various schemes. The government procured 149 lakh 25 thousand metric tons of paddy at the rate of 3100 rupees per quintal from the 25,49,000 farmers. In the context of Organic Farming over 22,000 hectares for organic farming have been certified.

Woman Welfare

In the field of women's empowerment, under Mahatari Vandan Yojana 69,54,000 have been given Rs 1,000 a month. Chhattisgarh Women’s Fund has approved more than 122 crore rupees for 42,258 groups. In the fiscal year 2024-25, 220 groups have been allocated a loan of 2 crore 69 lakh rupees.

Infrastructure Development

In the sector of infrastructure developments including expanding the railway network, construction of roads and expressways, the government is developing the areas around Raipur-Bhilai as the State Capital Region and is working to establish a world-class IT sector here, the governor said. A data center is being constructed on 14 acres in New Raipur Atal Nagar.

Railway

The railway network is expanding, with 2,768 kilometers of new rail tracks laid through 26 projects, costing 38,378 crore rupees. The redevelopment of Raipur, Bilaspur, and Durg stations, as well as the modernization of 32 Amrit railway stations, are being carried out at a cost of 1,672 crore rupees. In the 2025-26 budget, the central government allocated 6,925 crore rupees for railway development in Chhattisgarh.

Road

Meanwhile, expressways are being prepared to connect cities like Dhanbad and Visakhapatnam. In the fiscal year 2024-25, road construction work of 899 kilometers was completed under the state fund. Under the central road fund, 17 projects worth 1,204 crore rupees were approved in the fiscal year 2024-25.

Naxal Eradication

To combat Naxalism, the government is moving with a comprehensive and effective strategy to make state free of Naxalism by March 31, 2026 includes, neutralizing Naxalites and support in rehabilitation of surrendered Maoists or affected of Naxalism, establish peace, and provide momentum to development in the affected areas.

The governor said, in 14 months over 300 Naxalites have been killed, 972 Naxalites have surrendered, and 1,183 Naxalites have been arrested. Under the rehabilitation policy 15,000 Prime Minister's houses have been approved for surrendered Naxalites and Naxal-affected families. The Niyad Nella Nar scheme has been under implementation in Naxal-affected areas of Bastar.

Under the scheme, people residing in the villages within a 5 km radius of security camps will be provided benefits of 52 beneficiary-oriented schemes and 31 community facilities through 17 government departments. The government is going to organize the Abujhmad Peace Half Marathon in Narayanpur district.

Digital Governance

The governor also said, it is increasing transparency in government programs through digital governance and Atal Monitoring systems.

Solar

In the energy sector it is encouraging people to install solar plants on the rooftops. According to the Prime Minister Solar Home Scheme, by the year 2026-27of 130,000 domestic consumers have to install solar systems. So far, 1,050 rooftop solar plants have been established, and the process for 3,800 rooftop plants is underway.

Tourism and Religion

The government is also focussed in development of tourism in the state, initiated recruitment for more than 9,000 vacant positions and also focused on ecotourism and religious tourism in the state.
