Pakistan's cybercrime conviction rate has remained alarmingly low, at just 3.16 per cent over the past five years, with only 222 convictions out of over 7,000 arrests. Despite over 639,000 complaints filed with the FIA's cybercrime cell since 2020, challenges such as limited capacity, public confusion over cybercrime laws, and frequent changes in investigation agencies hinder effective outcomes. The recent reversion of cybercrime investigations to the FIA, after a brief transfer to the NCCIA, highlights ongoing systemic issues, even as the number of internet users in Pakistan exceeds 143 million.
