New Delhi: The Centre is readying a quarterly review mechanism to ensure auctioned mines are operationalised expeditiously, officials said. This follows auction of over 440 mines but operationalisation of only 56, with just 18 of them being greenfield since introduction of the auction regime in 2015.States where mining activities take place will be divided into two-three categories considering their challenges, work done and interventions required, and a committee with officials from the Prime Minister's Office, cabinet secretary and mines ministry will then convene monthly meetings with states for each category to address their challenges, one of the officials told ET.The mines ministry aims to bid out 115 mineral blocks in the current financial year, of which 88 have been auctioned till date. This is up from 95 mines auctioned in 2023-24.Rajasthan leads the pack with 87 blocks auctioned from 2015 till date but has just three operationalised. Madhya Pradesh comes second with 82 mines auctioned but only three running. Auction to operationalising ratio is best in Odisha with 48 mines bid out and 26 running. Karnataka comes second with 45 auctioned and 13 operational mines.117650356"A focused three-month roadmap will be developed for each group to ensure targeted and measurable progress," another official aware of the move told ET, adding that monthly reports will be submitted to the Prime Minister's Office to monitor progress and resolve bottlenecks.According to a mines ministry analysis, 678 or 38% of all non-working mines in the country are not operational due to delays in environment and forest clearances."This is the primary reason for non-working mines," the official said, adding there are 1,789 non-working mines in India and studies will be conducted to assess their suitability for re-auction.Besides conventional minerals, the Centre is also keen to expand India's presence in the critical mineral value chain.Work on fortifying a National Critical Mineral Mission (NCMM) is underway, which will run till 2030-31.This mission will lead to some 1,200 exploration projects and auction of over 100 blocks of critical mineral resources. In addition to these, support for critical mineral processing parks, overseas acquisition of assets and incentives for recycling are also on the cards.
